An appeal to anger fallacy occurs when an arguer leverages an audience's outrage to get them to adopt a desired conclusion. This is a particular type of appeal to emotion.
It is used frequently in political campaigns, sometimes with a rhetorical question. For example:

"Are you sick and tired of the government taking too much out of your paycheck? Then vote for me for Congress!"
That people feel angry about more taxes being deducted from their paycheck is not, by itself, a reason to vote for a particular candidate. More reasoning is needed to support that conclusion.
